Hi, I want to change my iTunes account from US Store to Saudi Arabia Store and i want to reset My balance.

Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it. Once done, click here and follow the instructions to change the country.
