We know your daughter is excited to have her own iPhone, but Activation Lock can only be removed by the original owner. It's a built-in security feature in the event your iPhone is lost or stolen. If it's at all possible, reach out to the original owner and have them remove the iPhone from their account (they can do this through iCloud).

If you are seeing Activation Lock on your Apple device, you will need to follow the steps found in How to remove Activation Lock to learn how to get past this step.
