Hi thereMrobin029,
Thanks for joining us in Apple Support Communities! We understand you're unable to upgrade your iCloud storage on your iPhone. We're glad you're here, and we can provide some guidance.
To start, you'll want to be sure you're signed in to the same account for iCloud and the iTunes and App Stores on your iPhone. To check on the iTunes and App Stores, go to Settings > (your name) > Media & Purchases, and see which Apple ID email address is listed at the top. To check iCloud, go to Settings > (your name) > iCloud, and make sure the same Apple ID appears at the top of the screen there. Learn more here:
Manage App Store purchases, subscriptions, settings, and restrictions on iPhone
We hope this information is helpful. Don’t hesitate to let us know if you have any more questions.
Cheers.
