Mail App Continues to Open at Start Up
and when I try to uncheck the "open at login" option, it remains checked.

Can you tell us where is this “open at login”?
See if Mail is listed under Login Items in System Preferences->Users & Groups.
Also, by default applications that were running when you shutdown will start again when you login the next time.

It's under the app itself when you tap it and click options.
