What happeneds if it says iOS is up to date but still has not service

Checked with my carrier says it’s all good but because of the 15.3 iOS I can’t make calls!!!! This is stupid that they try to con you out of money. My phones not even that old. I am a broke college student.! I can’t afford to by a phone that cost a 1,000 dollers!
