My computer is connected to the internet via my phone's personal access point and I need to access port 443 to get forwarding via ssh, but I keep getting a permison denied error.

Are you forwarding port 443, or is it the destination port.
man ssh
...Only the superuser can forward privileged ports....
If you are specifying 443 as the source, you do not have sufficient privilege to redirect it. If 443 is the destination port, that should be OK.
None of that makes sense. Can you explain what you are trying to accomplish, at a high level? For example, what are you trying to do in Safari that isn't working?
