How do you delete an app from the cloud so that you can reinstall a new version of that app?

Apps are not stored on iCloud at all. When deleted from a device, they are completely deleted. Any re-download of the app, will provide a brand new version directly from the App Store.

Progress data is separate to the App. If the progress is stored in the developers servers it will download to the App when you log in to your account with them.
It has nothing to do with deleting the app or iCloud at all.
The app is completely deleted from the device and you get a new version from the store. If the data came back afterwards, then the developers have it saved somewhere else, and you would need to contact theme to see if there's a way to delete the data they store.
That is not true. I deleted an app & when I reinstalled it, all the old game progress data was there. iCloud does store this game data so How do I delete app data from iCloud?
