Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch *

Hard reset. -
Do a backup and try a factory reset. Then restore from your backup.

What happens when you try to review your account? Error message(s)? More information would help.
Sorry took so long due to working.
I go to apps to try to download an app and asks me to sign in with I.d which I do and then it comes up with a further message to sign in again to review as first time used to sign into to App Store . I do this but I get nowhere with the message repeating so I eventually cancel.
Apple informed me it was a known issue on their side for new customers and they would inform me when resolved that was Monday.
prior to this I was supported by staff on helpline x twice to transfer my data from Android which has been successful but each time we tried to enter my iPhone account details e.g address etc it came up errors which wouldn’t resolve whatever they got me to try. I am not sure if problems related.
