It doesn't need 20 watts. That's the maximum input power it will take, but less than that will still work.
The 20W Apple USB-C power adapter puts out a maximum 15W (5V x 3A) at 5V, or 20W (9V x 2.33A) at 9V. Almost all USB-C power supplies have stepped voltages, like a 30W MacBook Air power adapters has 20/15/9/5V. If you're using something like a 12V lighter adapter, it may or may not put out 20W. But if it doesn't, it shouldn't be a problem. More than likely it would be stepping down to 9V, although one could be designed for a specific maximum current.

It would depend on the charger, chargers come in infinite wattages. Look on your charger for the specs, voltage is irrelevant.
