Microphone and scribble pad missing

Thanks for the additional information. Is the contact an Android or iPhone user? Let's try deleting the contact and add it back to see if it helps resolve your issue. After adding it back, restart both of your devices to make sure the contact syncs:

Manage and delete contacts on your iPhone, iPad, or iPod touch

Try sending a new message to the contact now.

Welcome to Apple Support Communities! We understand there is no Scribble or dictation microphone showing for one of your contacts. We're happy to assist you with this.

Do you have your Apple Watch set to use more than one language? Since Scribble isn't available in all languages, you can choose a different language when using Scribble. Just swipe up from the bottom of the screen, then choose a language.

Turn the Digital Crown to go back to the dictation microphone. You can read more about this under the "Compose a text message" section:
