Apple TV remote not working

Your AppleTV should be in the Home app on your iPhone. Inside the Home app, you can press the AppleTV button to turn it on or long press it to bring up additional controls including the Remote. Within the Remote at the bottom center is a Left Arrow, you can use that to navigate back to the Home Screen and, using the trackpad above the Left Arrow, move to and enter the Settings.

Consider a reboot of the AppleTV

I have tried all the procedures I saw online but none off them worked.

This gives no information on what you have tried.

I am also unavailable to use my mobile phone as a remote for my Apple TV because I need to be on the settings page on the Apple TV.

With A1625 and later models, it should allow to connect and set up without need to go into Settings on Apple TV, unless both devices are not on the same network already.
