Apple Pay only works some places

Why does my Apple Pay work in some shops and stores but not others? For example, though all of these places accept Apple Pay as a payment method, my Apple Pay works at the Shell station counter but not at the 7-Eleven station counter, and it works in campus dining halls but not at Food Lion. They also all accept my physical card as payment, which is the same card I have in my Wallet.
