How can i access location services button to turn it on either off if the button is highlighted with grey shadow and i connot select ?

We see you're unable to enable Location Services. Is Screen Time enabled: Use Screen Time on your iPhone, iPad, or iPod touch? If so, go to Settings > Screen Time > Content & Privacy Restrictions > make sure Location Services is set to "Allow" under the Privacy section. Still a password that i forgot
thanks for the helpfull answer but still i need the password ghat i forgot. I entered the screen time forgot password button to reset it and i put a new password and did not gave me access
My location services cannot be accessed .i cannot activate or deactivate my location services from the selection button.Its turned in grey color .so how can i solve this problem
