Does the fall feature on the apple watch require that it is linked to an apple phone

Does the fall feature on the Apple Watch (GPS only) only work when linked to an apple phone. If so what is the minimum model phone and IOS required. Also is there a maximum distance allowed between watch and phone for the fall notification to be sent.
