Does the fall feature on the Apple Watch (GPS only) only work when linked to an apple phone. If so what is the minimum model phone and IOS required. Also is there a maximum distance allowed between watch and phone for the fall notification to be sent.

Yes it must be pared with an iPhone, the same one used to set it up.
If it is the GPS model it must be in bluetooth range or on a know wifi and you must be set up for wifi calling.
