ERR_SSL_PROTOCOL_ERROR

I keep getting this error message anytime I try to access the internet. It works fine on my iPad but not my iPhone. I tried removing virus software and stopped Safari and installed Chrome. Nothing! Also unplugged and reconnected router. HELP!! Please
