Stolen iPhone

Hi my iPhone 11 was stolen while I was on holiday. It says erase pending but is showing up at an address on find my iphone every couple of hours in the same town. I have reported it to the police but don’t think they have done anything. I have also cancelled the SIM card. My questions are how can they use the phone and it be linked to an address if it’s not connected to the internet or a network? Can they access any of my data? Is there anything else I can do to disable or recover the phone?
