Sunset not working on HomeKit

In order to assist, we'll need some more information. When you set up the sunset automation, did it ever work correctly?

Confirm the following settings:

Privacy > Location Services > System Services

Settings > General > Background App Refresh

Should it persist, what happens exactly when the time comes for the automation to run? Any errors?

It sounds like it hasn't been successful since you set it up. That's okay. When things like Shortcuts don't work from the start, it might be a good step to remove the automation and then set it up again to test it out.

Do you have other Shortcuts set up on your iPhone? If so, do they seem to be functioning as expected? If so, then it might be best to connect with Apple Support if you recreate it and the issue continues: Get Support
