Every time I switch earbuds to ANC it automatically switches back to transparency mode

You did not mention how the reset went for your Beats. If you didn’t have a chance to do that, please do. 

If the issue persists, please also make sure your iPhone is up to date with iOS 15.3.1. You can verify that in Settings > General > Software Update. 

Restart your iPhone and test again Restart your iPhone

Pair your Beats with another device and see if the same thing happens.
