Trying to backup iPhone but says I don’t not have enough storage and I am not anywhere near the limit

Your next backup likely exceeds the space available.

Go to Settings > Apple ID > iCloud > Manage Storage > Backups > {Your Device Name}

It will take some time, but you'll see the approximate size of your next backup.
