An unauthorized purchase not showing up in purchase history

after many years I decided switch back to iPhone but when I added my Visa card to my old Apple ID a purchase was made from AppStore for a vpn app that I have stop using since 2015 And I didn’t authorize the purchase.

I have checked under subscription the app I was billed for was not there and I can’t ask for a refund from the online support since the purchase is not coming up in purchase history
