The only way, if you have forgotten the passcode, is to restore the phone to factory settings, then restore your backup.

so if i delete everything could i log back in my icloud and have the same information and stuff
all of my stuff are updated to the newest updates
Only if you backed up your phone before this happened, and/or synced to iCloud.
