This has happened before with my old iMac running "High Sierra" and it's still happening with my new M1 MAC mini and Monterey!
What gives. This shouldn't be (still) happening. I've turned OFF Contacts (and then ON) in iCloud Settings/ Syncing on both the iPhone 8 and my MAC. Still missing contacts.
The iPh is syncing fine with my new iPad mini, however.

OK, they are likely synced to an email account you use on both the iPhone and iPad. On the iPhone go to Settings > Mail > Accounts and see which email accounts say Contacts is on for it, too. Then on the Mac turn contacts on for that email account as well.

Do you see all contacts at iCloud.com/contacts thru your Mac browser?
Yes, I did that. Contacts is on on all my mail accounts! Oh, and I see that may have fixed it. I checked after turning them all on and I guess I didn't wait long enough before I checked! Thanks.
They are missing on iCloud as well.
