If AirPods are offline and they get reset an then turn back on. Will I get a notification on the location?

No. They would need to be paired again so that they link to your Apple ID.

Are you asking if someone finds your lost AirPods and resets them, will they show up in Find My under your Apple ID? If so, then again, no. If they are reset, they will not appear. Of course, they would if they logged into their Apple ID.
