I have a very happy, but older, i Mac 27 maxxed out but stuck with 10.13. Can I share screens with a newer MacMini running 10.14 or later for newer apps? would I need a seprate keypboard and mouse? I would think so.

If your newer Mac mini has Thunderbolt or Thunderbolt2 port, Target Display Mode is your friend.

Note that the Mini cannot be newer than a 2018 model.
ALL Macs released from 2020 onward cannot connect to any iMac in Target Display Mode.
