I keep reading articles saying Apple will no longer be providing service on certain Iphones on Feb 22, because of the new internet services speed. I have an Xs Max, using software 15.3.1. Will it still work after Feb 22, 2022?

Apple is not the one that provides service on your iPhone, it is your cellular carrier. That is about 3G, and your iPhone XS Max will work with 4G, LTE.

Yes, it will still work unless you have not paid your cellular provider.
