There was a setting that asked if I want to download a sample of the books I select for want to read. How do I turn this off now so it only adds the book to my collection without a sample?

All you can do is remove it from the Samples library if it bothers you. You can leave feedback with Apple Product Feedback - Apple
You can also hide the My Samples library.
It still should work. Tapping the book gives me the option to Buy, Want to Read, Sample.
The desired behavior is for Books to not download any samples
