Unable to Activate, No Service

after update device can't register, no service.

I found this article iPhone 7 Repair Program for "No Service" Issues - Apple Support , and it appears my phone is one of qualifier, but when I when to Apple store, technitian told me that program is only for 4 years, and my phone won't be repaired. He offered me to fix it for $320, which is too high.

Not sure why for Apple's defect, I have to pay sich high price.

Are there any other options to fix my Iphone7?
