I tried earlier this morning to re-download some apps, including Apple Music. It said it would take a few minutes, but it’s been a couple of hours now. I keep going into my iPhone storage to check, and I’ve got plenty of space on my phone, but it just keeps buffering. Why, and can I get it to stop?

By Buffering, if you mean the icons are still dark and indistinct it depends on your Wi-Fi speed and the Server Speed whichever is slower.
If you need an important app, tap and hold the icon and request priority download. It may get the whiole lot shifted faster.

Force restart the phone while in that screen:
Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the side button. When the Apple logo appears, immediately release the side button.
Three of the four apps that I’ve downloaded have been successful. When I tried to download Apple Music again, I got the message that it would be a few minutes. The picture above is what I meant about buffering
