How do I get my contacts off of my phone that will not turn on at all?

Were they synced with iCloud? If so you can use an internet browser and log into www.icloud.com and go to the Contacts app there and use the gear-shaped icons to export the contacts. You can also turn on iCloud contacts on a replacement iPhone or other Apple device and the contacts will sync to it.
If you didn't have Contacts synced with iCloud but do have a backup, you can use the backup to setup a replacement device. See: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
