I get the following when I access the Catalina link
The other possibility is that your Mac is too new to run Catalina.
I can see them, just no links available to download
What model & year is your Mac and what version of macOS is installed?
Users have reported that Firefox has issues with those links so use either Safari or a Chromium based browser such as Vivaldi or Google Chrome.
If one gets an Error message in the Apple Store or no ” Get Button “ Replace the https in the page's address to macappstore.

did your mac ship with big sur installed? if yes, that's the issue. you cannot download or run any macOS older than the one originally installed.
