I want to use my Disney account through other devices, I created my Disney plus account using my iTunes /Apple account to pay for it, so it is working fine on my phone and Apple tv, But when I try to sign into my Smart TV , I sign in with my icloud email and password but suddenly asking me to buy a new subscription on web.
You paid for it and created it in your Apple account, so that is how you need to access it. You should be able to get it on your tv by going through your phone. just airplay it or plug the phone into your t v to share the screen.

You can also contact Apple support and ask. Link is in the upper right corner. Signing in on a TV will not work, but you can ask Apple about that too.
