Upgrading a MacPro 2008 to latest OSX?

I have a Mac Pro, Early 2008:

2 X 3.2 GHz Quad-Core Intel Xeon
32 GB 800 MHz DDR2 FB-DIMM
NVIDIA GeForce GTX 660 2048 MB
OSX 10.8.5

1) I assume I can only upgrade to OS X El Capitan - Technical Specificationsle.com)?

2) I also ordered an OWC SSD kit but was hoping to upgrade this machine to new CPU/OSX but I think that is impossible?

This says you can go to a higher macOS version but does not give details.
