To add a little clarity…. If you didn’t complete it, there is no transaction to cancel. If you mean that you bought something that you would like to get a refund for, look here for help.

FYI, you can’t cancel a transaction once you have made it.

You're not addressing Apple here, and we, just users like you, are not aware of your "transactions" with Apple.
