Please Enable Ability to Turn Off Multitasking

please re-enable the ability to turn off multitasking in iOS for the iPad. I find this very annoying now when I use Safari that I mistakingly open a new window while trying to browse. This used to be a common setting to turn off and now it’s no longer available. Please re-enable it. Thank you
