I can't downgrade my iCloud storage plan

I just upgrade my iPhone device from i7 to i13 yesterday.

The storage of i13 is enough for using without additional iCloud storage.

I try to downgrade the iCloud storage plan but I can not click "Downgrade".

Please suggest how to cancel my storage plane to "None"
