Avoid a Passcode:

First off, do not use a passcode, if she it not technical enough to recall it. Avoid using it, because one it is enabled, you cannot disable it. So, just let things be. If she is in an elderly complex, the see if someone there is technical enough to knoww how to configure this.

Settings > Screen Time > Content & Privacy Restrictions > iTunes and App Store Purchases > Deleting Apps Don't Allow.
