My iPad says “support.apple.com/iPad/restore” and I don’t have a computer. So how do I restore?

Borrow one from your friends/relatives/neighbors, or, even better, ask for help at an Apple Store or Authorized Service Provider among this list:--> Apple – Location Selector
But, in order to try helping you, you should specify how (doing what?) and when you got that message.
