Safari Web content very high memory usage

I bought a M1 Macbook Air recently and migrated over through time machine. Whenever I open Safari and leave it even with no website open the memory usage just keeps on increasing continuously. I have attached screenshots of the same. (the behaviour is the same whether any website is open or not)

Tried the following as suggested online

  1. Cleared safari cache and history multiple times. deletes all saved bookmarks and reading list.
  2. reset NVRAM
  3. removed all extensions
  4. removed all login items
  5. tried the same in safe mode and the same problem continues
  6. Scanned with Malware bytes and no malware found
  7. Tried creating a different TEST user from my MAIN and using safari with that TEST user this problem does not occur.
  8. Downloaded Safari Technology preview and that works perfectly with the MAIN user.
  9. Last option given to me was reinstall OS which I do not want to do at this stage in a brand new machine as migration and setting everything up again takes to much time.

Basically as you see in the screenshots attached below the memory usage continues to increase without any website open and it keeps going up till safari is shut.

Any suggestions would be most appreciated.
