I just recently bought a pre-owned 12 Pro Max that has been banned by Snapchat I can not log in on my new device I have tried every tip I could find on Google but nothing worked. A couple of answers on Quora suggested me to ask for help here. Please if anyone can help me fix this issue I’d be really grateful.

I would expect that you would need to contact Snapchat support directly and discuss the matter. The device was banned for a reason and Snapchat is in control of this. There is no way around the ban as you have discovered unless Snapchat releases it. If you cannot resolve the issue with Snapchat then you are simply out of luck and will not be able to login to Snapchat on this phone.

Are you use VPN?
If so, turn VPN OFF, Snapchat don't like VPN.
Use Wi-Fi.
It’s just Snapchat. The phone is working fine.
I guess I couldn’t make it clear sorry for that. I am the owner of the phone. I have my Apple ID working on it. It’s just Snapchat.
Each Apple device is linked/associated with an Apple ID of the person who did the setup.
Activation Lock prevents anyone who is not the owner from using this iPhone.
To unlock the Phone, you need the Apple ID and password that were used during set up.
Apple cannot help you.
You cannot use the iPhone.
