If my iphone message says iphone unavailable do I have to reset my password again even though I just reset it?

Do can check from iCloud.com but you may stack on 2 faster authentication if you don't have other apple device using same Apple ID , remove the sim from iPhone and put it on other phone in order to receive text for verification code.
If I erase the phone how do I get my information back?
