You would download iTunes from the Microsoft App Store or from Apple, install it by double-clicking on the setup file.
Once installed you need double-click on the iTunes program icon & then sign in with your Apple ID & password.
Connect the iPad to the PC via the USB charging cable. It should automatically sync.
If not then you can manually sync by choosing ‘Sync’.
