Probably, depending on what “download” means and the method you’re using to attempt it.

I will assume (perhaps incorrectly) that you’re trying to set up a new iPhone, and you’ve chosen Quick Start as the method to do that. If so, instead of using Quick Start, create an iOS backup and use that.
