No, Apple only supports macOS 11.x Big Sur on a 2013 laptop. macOS 12.x Monterey requires a 2015+ laptop. You can find a link to the macOS 11.x Big Sur installer from a link within this Apple article which also includes optional instructions for creating a bootable macOS USB installer:
