You cannot. The App management feature was removed many years ago from iTunes. It is no longer possible to do so.

If using the same Apple ID on the iPad and iPhone, then the purchase should appear in your purchase history. See here: See your purchase history for the App Store, iTunes Store, and more - Apple Support
If you want anything you get on the iPhone to automatically download to the iPad, you can turn on Automatic Downloads in Settings->App Store->Automatic Downloads->Apps.
