Why does safari take forever to load the list of cookies?

I've just noticed that safari (version 15.4) will not load the page for linkedin.com. It just sits there forever. Thinking that this might be related to a bad cookie, I did Preferences->Privacy->Manage Website Data. However, the popup that comes with that just sits there for a long time without loading anything. This has been the case with all versions of Safari for the last few years, but it seems to have gotten worse. Right now it's been sitting there for 10 minutes, and nothing has loaded yet. Come on, the load should be almost instantaneous. This is clear an indication of a bad bug somewhere! Has anybody else experienced this? Any suggestions about debugging this? I'm running Monterey 12.2, but this has been happening at least since I've been using Big Sur.

Try deleting these files in Library.

Back up your Mac.

Empty the "Trash".

Finder > Go.

Hold the Option key down and click "Go" menu in the Finder menu bar.

Library will appear between Computer and Home.

Click Library open .

Click open Safari folder.

Move the LocalStorage folder to Trash.

Click the "Develop" menu in Safari menu bar.

Empty Caches twice.

Restart your Mac and test.
