If you use iCloud Photos, your photos are saved in iCloud.
In case you don't have iCloud Photos enabled in the settings for iCloud, your photos are part of the iCloud backup or the iPhone backup you create on your computer.
To get your photos back, you'll have to restore from a backup, which will also set back all other data to the time of the backup.
