I have given away my iPad mini. It is still connected to my icloud. All the pictures they take and save also show up on my other devices and cause my iCloud storage to be full. How do I remove that iPad off my iCloud storage?

You should have erased it and signed out of your iCloud account when giving away the iPad. see here: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
The only way to remove it now without having to erase it entirely, is to ask the new user to sign out of your iCloud account in Settings.
Otherwise, you will need to go to iCloud.com or use the Find My App on another device to erase it and remove it from your account.
