Turn if off, and turn it back on with the Command (⌘)-R keys held down to bring up Internet Recovery.
One options there should be to Re-Install macOS.
Disk Utility may also be there, but it's not the option you want.
That normally indicates an issue with the internal clock. Follow the steps in the link above to fix it.
It’s a MacBook Pro 13 inch from 2016 but I can’t get any other information. Can only get to disk utility but won’t download iOS
On trying to download get message of”UNTRUSTED_CERT_TITLE”
screen shows-bash-3.2#
when entered date and time as directed says command not found
