There might be something not right and there might Apple employees reading this. However, I am unable to reproduce your result here running Numbers 11.2 under MacOS 12.1, even after trying different patterns of merged cells and hidden rows and filters.
You might try creating a new document and seeing if you can replicate the behavior after making sure you are up-to-date and have restarted your Mac and don't have any merged cells, hidden rows, or filters on the table.
If all that doesn't work then you could give feedback to Apple via Numbers > Provide Numbers Feedback in your menu and/or contact Apple Support.

Another oddity is the grayed out "merge all cells". It uses those words when you have some already merged cells and have selected adjacent cells to merge with them. it should be saying "merge cells" (grayed out). But it sometimes gets stuck on "all" until you merge some cells again.
