How to activate iPhone from eBay

Bought broken and not functional iPhone SE from eBay. Have repaired it. Seller has not phone's Apple activation pass. Can I or Apple support wipe old activation and reactivate this phone?

Nope.

Only the owner of the account used to lock it can remove the activation lock.
